The legal authority and operating control of the institution are clearly defined for the following areas within the institution’s governance structure:
    a.   the institution’s mission;

    b.   the fiscal stability of the institution;

    c.   institutional policy, including policies concerning related and affiliated corporate entities and all auxiliary services;

    d.   related foundations (athletic, research, etc.) and other corporate entities whose primary purpose is to support the institution and/or its programs.

Information on the governance structure for Louisiana public higher education is provided with Core Requirement 2.2.

a. According to the Bylaws & Regulations of the LSU Board of Supervisors (Article VII, Section 2) [1] View 1: Bylaws & Regulations of the LSU Board of Supervisors , the President of the LSU System, subject to the direction and control of the Board, shall “define the mission of each campus or institution and allocate functions and programs to each.” In practice, LSUA submits a proposed mission statement to the LSU System. The LSU Board of Supervisors must approve the mission statement. LSUA’s current mission statement was approved by the LSU Board of Supervisors on August 20, 2004 [2] View 2: Minutes of the LSU Board of Supervisors Meeting August 20, 2004.

b. The Louisiana Constitution (Article VIII, Section 5) [3] View 3: Louisiana State Constitution (1974) - Article VIII gives the Louisiana Board of Regents budgetary responsibility for all of public postsecondary education. They are charged with designing a plan for equitable distribution of funds to all the institutions of postsecondary education. The Board of Regents submits a budget recommendation for all of postsecondary education to the Louisiana Legislature and recommends priorities for capital construction and improvement. Article VIII, Section 12 of the Louisiana Constitution [4] View 4: Louisiana State Constitution (1974) - Article VIII gives the LSU Board of Supervisors responsibility for dispersal of state-appropriated funds to the institutions of the LSU System.

The Bylaws & Regulations of the Board of Supervisors of the LSU System (Article VII) [5] View 5: Bylaws & Regulations of the LSU Board of Supervisors outline the controls and responsibilities delegated to the Board and institution, respectively. The Board of Supervisors allocates funding for the fiscal year to the institution. The institution, in turn, presents a budget for the fiscal year to the Board for approval. The Chancellor is responsible to the LSU System President for the campus budget. This responsibility includes review and recommendation of budgets for the units and divisions within the campus as well as the consolidated budget for the institution as a whole.

c. Article VII, Section 4f of the Bylaws & Regulations of the Board of Supervisors of the LSU System [6] View 6: Bylaws & Regulations of the LSU Board of Supervisors , states that “within the framework of the functions and programs assigned to each campus by the Board and the President, the Chancellor shall implement educational and administrative policies for his campus.” The financial and business procedures governing the Board and institutions of the LSU System are described in Chapter V of the Bylaws & Regulations of the Board of Supervisors of the LSU System [7] View 7: Bylaws & Regulations of the LSU Board of Supervisors. Chapter VIII of the same document [8] View 8: Bylaws & Regulations of the LSU Board of Supervisors describes the LSU System policy on affiliated organizations. Permanent Memorandum (PM) 9 [9] View 9: LSU System Permanent Memorandum 9 describes the LSU System investment policy, which governs institutional policy, including policies concerning related and affiliated corporate entities and all auxiliary services.

d. These same policies and LSUA Policy Statement 234 [10] View 10: PS 234 - Fundraising govern relationships to related foundations (LSUA Foundation) and other corporate entities whose primary purpose is to support the institution and/or its programs. Chapter VI of the Bylaws & Regulations of the Board of Supervisors of the LSU System [11] View 11: Bylaws & Regulations of the LSU Board of Supervisors describes the System policy on receipt of gifts and grants in support of the functions or institutions of the System.
