Comprehensive Standard 3.2.6
There is a clear and appropriate distinction, in writing and practice,
between the policy-making functions of the governing board and the
responsibility of the administration and faculty to administer and
implement policy.

The State of Louisiana has a two-tiered governance structure for higher education which is described under Core Requirement 2.2.
The Louisiana Board of Regents has responsibility for all of Louisiana
postsecondary education. The Louisiana State University Board of
Supervisors is charged with the management and supervision of LSUA and
other LSU System institutions. The Bylaws & Regulations of the Board of Supervisors of the LSU System (Article VII) [1]
outline the duties and responsibilities of the Board and the
institution. Specifically, in Article VII, Section 4b, the Bylaws
state, “As the administrative head of the campus, the Chancellor shall
be responsible to the Board through the President for the effective
execution of: all laws relating to Louisiana State University System;
all resolutions, policies, rules and regulations adopted by the Board
for the administration and operation of the system, and for the
governance of all of its campuses; and all policies, rules,
regulations, directives, and memoranda issued by the President. The
Chancellor’s discretionary power shall be broad enough to enable him to
meet his extensive responsibilities.” Article VII, Section 4f of the
Bylaws states “within the framework of the functions and programs
assigned to each campus by the Board and the President, the Chancellor
shall implement educational and administrative policies for his
campus.”
The Bylaws & Regulations of the Board of Supervisors of the LSU System (Article VIII) [2]
describe the rights, duties and responsibilities of the academic staff
of the system. Specifically, in Section 2, it states, “Those members of
the academic staff who comprise the faculty of the University System
are charged to determine the educational policy of the System through
deliberative action in their respective units and divisions.”
In practice, LSUA administration and faculty do have responsibility
and authority for administering and implementing policy. The Board is
not involved in the day-to-day operation of the campus. LSUA operates
with a system of shared governance wherein faculty, staff, and students
share input and responsibility for establishing and implementing campus
practices and policies. Numerous administrative [3] and faculty committees [4] as well as a Faculty Senate and Staff Senate facilitate this work.
